Shine Skills Centre worked with non-governmental organizations in identifying the training needs of and providing skills training programmes for people with disabilities in specific industries, and to provide lifelong learning opportunities to people with special educational needs.

The programmes adopt a module-based curriculum with a flexible mode to suit the needs of people with disabilities and help them develop industry knowledge and trade skills.
