Adverse Weather Class Arrangement

(Applicable to Full-time Programmes, Part-time Programmes, Adapted Applied Learning (ApL) Courses for Students with Intellectual Disability and Vocational Assessment Service)

 

Students of Shine Skills Centres should normally follow the public announcements issued by the Education Bureau for schools for children with physical disability and schools for children with intellectual disability in times of typhoons, "Extreme Conditions" and rainstorms. However, please note that Shine Skills Centres will close all day and vocational assessment service will be cancelled if Typhoon Signal No. 3 or above, "Extreme Conditions" or Red / Black Rainstorm Warning is issued or in force from 5:30 a.m. to 9:00 a.m.

Typhoons / "Extreme Conditions"

When typhoons (also refer to Tropical Cyclones) or "Extreme Conditions"  affect Hong Kong, the following arrangements will apply:

Typhoon Signal /  "Extreme Conditions" Action to be taken
No. 1 Centre to operate as normal
No. 3 (a) Issued or in force from 5:30 a.m. to 9:00 a.m. Centre to close all day
(b) Issued when classes (Note 1) or assessments are in session Classes or assessments will be immediately suspended
(c) Lowering to No.1 or lowering all signals at any time Centre to remain closed for the day

Pre-No. 8 Special Announcement (Note2) / Typhoon Signal No. 8 or above /

"Extreme Conditions"

(a) Issued or in force from 5:30 a.m. to 9:00 a.m. Centre to close all day
(b) Lowering to No. 3 or below or lowering all signals or cancellation of  "Extreme Conditions" at any time Centre to remain closed for the day

Note 1: Applicable to Full-time Programmes, Part-time Programmes, Senior Secondary Adapted Applied Learning (ApL) Courses for Students with ID and Vocational Assessment Service.

Note 2: Where possible, the Hong Kong Observatory will issue an early alert (i.e. a "Pre-No. 8 Special Announcement") within two hours of the hoisting of the No. 8 Typhoon Warning Signal.

Rainstorms

When a rainstorm signal is issued, the following arrangements will apply:

Rainstorm Warning Signal Action to be taken
AMBER Centre to operate as normal
RED / BLACK (a) Issued or in force from 5:30 a.m. to 9:00 a.m. Centre to close all day
(b) Issued when classes (Note 3) or assessments are in session All classes or assessments should continue until the end of the session. If it is the end of the school day and RED / BLACK signal is still in force, students would be advised to return home or boarding home (for disabled trainees) only when conditions are safe.
(c) Issued before start of assessments Assessments to be held in that particular session should be postponed
(d) Lowering to AMBER or lowering all signals at any time Centre to remain closed for the day

Note 3: Classes of part-time programmes that have not yet started will be cancelled for the day.

 

With Reference to the Education Bureau Circular No. 5/2022, in exceptional circumstances, EDB may announce the suspension of classes in a particular district or certain districts (Note 4). Students whose Centres are located in these district(s) and students who live in these district(s) need not go to school. Moreover, parents may exercise discretion in deciding whether or not to send their children to the Centre after taking into consideration the weather, road, slope, traffic or transport conditions at that time. Students will not be penalised for being late or absent under these circumstances.
